Paris, 13–14 October 2026, The Arab Civil Aviation Organization (ACAO) participated in the dialogue between the European Civil Aviation Conference (ECAC), the European Union (EU) and the European air transport industry, held in Paris on 13–14 October 2026, under the theme “Resilience in the Aviation Sector”.

The dialogue brought together the stakeholders in aviation sector to examine the threats and challenges facing the sector in an increasingly complex and uncertain global environment. It also provided an opportunity to discuss mechanisms for identifying and analysing medium- and long-term risks, as well as the measures and processes required to mobilize the necessary resources to mitigate them.
The discussions focused on three main themes: the threats facing aviation in 2026; strengthening European resilience through action, building on existing initiatives and approaches; and developing a comprehensive framework to enhance European resilience in 2027 and beyond.
Participants exchanged views on current and emerging risks, assessed ongoing resilience initiatives and identified priorities for more coordinated and forward-looking action.
Representing ACAO, Mr. Khalid Cherkaoui, Director General of the Organization, delivered an intervention highlighting the importance of interregional cooperation as a fundamental pillar of global aviation resilience.
He emphasized that, in an interconnected international aviation system, resilience cannot be achieved through isolated regional initiatives alone, as disruptions and emerging threats can rapidly cross geographical boundaries and affect air transport operations, connectivity, supply chains and the continuity of essential aviation services.
To address these challenges, he stressed the need to strengthen cooperation between regions by promoting the exchange of information, experience and best practices, as well as improving coordination in the development and implementation of resilience strategies.
The meeting provided an opportunity to strengthen the role of regional and interregional organizations in connecting initiatives, facilitating technical cooperation and promoting coordinated approaches to aviation resilience. It also highlighted the need to move beyond purely reactive measures towards integrated risk management, proactive preparedness and sustained institutional cooperation, thereby enabling the aviation sector to adapt to evolving threats and uncertainties.
ACAO’s participation reflects its continued commitment to international cooperation and to strengthening the resilience, safety and sustainability of civil aviation throughout the Arab region, while contributing to international efforts to enhance the resilience of the global aviation system.
