The working group held its third meeting at the headquarters of the Arab Civil Aviation Organization in Rabat, Kingdom of Morocco, during the period from 24 to 25 November 2025. 

This meeting was in implementation of the recommendation of the Executive Council of the Arab Civil Aviation Organization No. (01-MT/69) dated 01-02 July 2024. 

The recommendation called for, within its third paragraph, the création of a working group to update the air transport liberalization agreement between Arab countries and to agree on the mechanism for collective negotiation with regional or sub-regional blocs.The meeting took place following the approval of the second meeting of the working group held on 9-10 July 2025. 

The group included representatives from the Kingdom of Saudi Arabia, Syrian Arab Republic, Sultanate of Oman, State of Qatar, State of Libya, Arab Republic of Egypt, Kingdom of Morocco, and the Islamic Republic of Mauritania.The meeting was also attended by the honorable Ambassador Dr. Bahjat Abu Al-Nasr, Director of the Transport and Tourism Department at the Arab League.

The working group continued its assigned tasks through deliberation and discussion to reach the best wording that achieves the consensus of the member states.
