The thirty-eighth ordinary session of the Council of Arab Transport Ministers convened on 10th and 11th November 2025, at the Al-Manara International Conference Center in Cairo. Delegations from 19 Arab countries attended, including transport ministers, officials, and representatives from the General Secretariat of the League of Arab States, as well as observers from Arab transport organizations.
The session opened with a welcoming address by His Excellency Ambassador Muhannad Al-Aklouk, the representative of the State of Palestine to the Arab League and presiding officer of the council. He expressed gratitude to Egypt for hosting the session and for its ongoing support of Arab cooperation. He commended Egypt’s achievements in developing diverse transport networks and road infrastructure, and called on the international community to lift the blockade on Gaza and support reconstruction efforts.
Her Excellency Dr. Noura Al-Mashaan, Minister of Public Works of Kuwait and president of the council for this session, welcomed the participants and emphasized the importance of unifying efforts to strengthen integration in the transport and logistics sector. She highlighted that the session’s agenda focuses on advancing the Arab transport system through digital transformation, harmonizing standards, and improving service quality to boost competitiveness and support comprehensive development.
His Excellency Ambassador Dr. Ali bin Ibrahim Al-Maliki, Assistant Secretary-General of the League of Arab States and Head of the Economic Sector, delivered a speech reaffirming the League’s steadfast position on the Palestinian cause and the pivotal role of transport in the economic and social development of the Arab region. He underscored the sector’s contribution to job creation and regional integration, and praised Egypt and Qatar for hosting the TransMEA exhibition dedicated to smart transport and logistics.
Regarding civil aviation, the council tasked the Arab Civil Aviation Organization, in coordination with member states, to continue efforts to expand Arab membership in the Council of the International Civil Aviation Organization (ICAO) and its Air Navigation Commission. It urged non-ratifying countries to expedite ratification of Protocols 50 and 56 of the Chicago Convention. The council also commended support for the candidacies of Saudi Arabia, Egypt, the UAE, Qatar, and Morocco for ICAO Council membership for 2025–2028, called for backing Egypt’s candidacy for ICAO Council presidency, and supported the UAE’s bid for membership in the Council’s second group. The council further emphasized the importance of enhancing cybersecurity in Arab civil aviation through coordination among relevant authorities and the Arab Cybersecurity Ministers Council.
