From October 28th to 31st, 2025, the ICAO ninet working group meeting of Safety Management Panel (SMP) convened at AESA, Madrid Spain venue. This gathering served as a pivotal moment for aviation safety stakeholders to collaborate, deliberate, and strategize on enhancing safety management measures within the global aviation community. One of the key objectives of the agenda was to discuss updates and proposals concerning Annex 19 – Safety Management for its 3rd draft edition (the 2nd edition been published and to become applicable on 26 November 2026, and the published version of the 2025 edition of the Safety Intelligence Manual (SIM)), as well as the consolidation of the 5th edition of the safety Management Manual (SMM).
The panel commenced with a comprehensive overview provided by the secretariat, offering insights into the current amendment of Annex 19 – Safety Management. Participants engaged in an in-depth discussion concerning the roles assigned to the 3 newly established working groups, emphasizing the importance of aligning safety management practices with evolving industry standards and regulatory requirements. Through a that session, attendees gained valuable updates on the progress made and the challenges encountered in implementing safety management frameworks worldwide.
In line with the overarching objective of advancing safety management practices, the meeting split in to 3 Subgroups respectively Safety Strategy and promotion, Safety risk Management and safety assurance to assess the status of safety management guidance material, the Doc 9859 — SMM, 5th edition. Participants emphasized the role of the Safey Management Website (SMI) for robust guidance material that is adaptable to the diverse operational contexts within the aviation sector.
The ACAO safety Expert along with expert from some Arab countries participated as member of the ICAO SMP in the 9th working group meeting and provided comments and SME opinion on the ICAO A42 session outcomes regarding the safety management as well as regarding the challenges facing the use of AI in safety intelligence or across all safety management components.
