A joint team of the Arab Civil Aviation Organization (ACAO) and the Qatar Civil Aviation Authority (QCAA) conducted a security and safety audit of the civil aviation system of the Federal Republic of Somalia from July 1 to 5, 2019. The group of experts comprised Mr Mohamed Rejeb Aviation Safety and Air navigation Expert, Eng. Adil Bouloutar, Civil Aviation Security and Environment Expert, Mr. Ibrahim Buainain, Civil Aviation Security Supervisor and Mr. Diraj Ramdoyal, Head of Inspection Sector, Air Navigation Services, of the General Civil Aviation Authority of Qatar.

The event was attended by HE Mr. Ahmed Maalan Hassan, Director General of Civil Aviation, accompanied by a number civil aviation safety and security senior staff, which later assisted the support team throughout the mission. The meeting was also attended by His Excellency Mr. Mohammed Abdulla Slat, Minister of Transport of the Federal Republic of Somalia, who welcomed this valuable initiative, which is part of the "No Country Left behind" initiative. He also expressed his appreciation to the Arab Civil Aviation Organization and Qatar Civil Aviation Authority.

The objective of this mission consisted in assessing the civil aviation system of the Republic of Somalia in the areas of civil aviation safety and security based on eight audit areas : for aviation safety,  these areas consisted on : aviation legislation, LEG,  Operation of aircraft (OPS), Airworthiness Authority (AIR), aviation accident investigation (AIG), ANS, airports and airnav aids (AGA)) adopted by the International Civil Aviation Organization (ICAO) using the relevant PQs to identify strengths and weaknesses, the level of effective implementation of the government system and to agree on a corrective action plan in order to raise the level of safety and security and to enable the Somali civil aviation system to comply with ICAO related requirements.
